Pre application consultation for a reuse shop at Waterloo Waste and Recycling Centre
An upcoming development is planned on land adjacent to the Waterloo Waste and Recycling Centre, which will see the introduction of a dedicated reuse shop aimed at extending the life of items and supporting the principles of the circular economy in Pembrokeshire. The reuse shop will provide residents with the opportunity to purchase pre-owned items that would otherwise be discarded, helping to reduce waste, conserve resources, and promote more sustainable consumption habits across the county.
This development forms part of a wider, strategic programme to introduce reuse shops at all Waste and Recycling Centres across Pembrokeshire. The initiative is being supported by Welsh Government funding and reflects a shared commitment to waste prevention, reuse, and carbon reduction. By embedding reuse into the day-to-day operation of our recycling facilities, the scheme seeks to make reuse more accessible to the public while delivering long-term environmental and social benefits.
At Waterloo, the project will include landscaping works to enhance the site, the provision of additional car parking, and the construction of the reuse shop in a safe and accessible location for public use. Careful consideration is being given to site layout and traffic management to ensure the development integrates smoothly with existing operations while providing a positive and welcoming experience for visitors.
Design
The shop will be of a modular design, approximately 6m x 3m in size with solar panels located on the roof space. The internal layout will comprise a wholly retail space with a counter and shelving space. Shop staff will be able to utilise the welfare facilities in the Waste and Recycling Centre office so additional toilets and sinks will not be required. The shop will be open on the same days as the adjacent Waste and Recycling Centre, with opening hours in line with the opening of the Waste and Recycling Centre. There is not expected to be a significant increase in traffic movements as the shop will only be open on days when the Waste and Recycling Centre will be open. It is proposed there are 5 car parking bays with an additional disabled bay.
The unit will be located on a concrete base with an air gap below preventing any potential exposure to the made ground below.
