Placemaking in Pembrokeshire - Anchor Project

To promote and provide town centre place making interventions through delivering on Pembrokeshire County Council’s suite of town Placemaking plans.  

This ‘Place’ anchor proposal focusses on place-based action regeneration investment to address significant town centre decline for six prioritised towns of Haverfordwest, Pembroke, Pembroke Dock, Tenby, Milford Haven and Fishguard & Goodwick.

Investment will address the core issues of how we encourage vibrant town centres, maintain and increase footfall to support shops, decrease vacant, underused and under-utilised building stock, create jobs and promote town centre living. This will be developed through delivery of a suite of cohesive actions:

  • Develop town design statements and associated development prospectuses to support the effective promotion of our town centres 
  • Invest into vacant, underused and under-utilised town centre buildings 
  • Invest into the quality, accessibility and safety of the town centre public realm 
  • Safeguard and enhance the heritage of our towns 
  • Support access to heritage programmes to increase the promotion and engagement for the local heritage economy 

This programme of townscape improvements to town centres & high streets will support post-Covid recovery and assist our historic town centres to adapt, yet retain their attractor value for social and economic activity. Investment will facilitate uptake and use of town centres for modern retail and social use, in particular, by bringing vacant underused and under-utilised properties back into productive use and providing for greater accessibility and access by all communities within our town centres.

A short list of vacant, underused and under-utilised town centre commercial properties derived from the six Pembrokeshire Placemaking plans will receive capital investment through a grant programme, to bring property back into use. This proposal also includes funds to offer a package of professional support and capacity building to potential developers of vacant, underused and under-utilised property, to encourage long-term empty properties with challenging aspects to be brought forward for consideration.

Guided by our Cultural Strategy, this allocation will support development of the heritage and cultural infrastructure within our towns. The Heritage Centre Development Programme will support the development of cultural and heritage related visitor facilities within heritage buildings.

Complementary to the above programme, a Heritage Skills Programme based on established and proven practices undertaken by the Townscape Heritage Initiative and Ancient Connections programme will offer local people a range of opportunities to access hands-on heritage skills development and experience.
