Why is the new Eco Park needed?

In November 2019 PCC successfully carried out a county-wide recycling and waste collection service change which saw the implementation of the Welsh Government Blueprint. This has resulted in PCC’s recycling rate increasing from 57% in 2017/18 to 71.65% for 2019/20 and a further increase to 73.2% for 2021-22, in line with Welsh Government strategy “Towards Zero Waste” – and the associated statutory recycling targets.

At this time an interim waste and recycling transfer facility was set up at Pembroke Port, however due to future plans for this site a long term facility to support Waste and Recycling Services across Pembrokeshire is now required. The Pembroke Dock Marine project is a key project within the £1.3bn Swansea Bay City Deal Programme, which seeks to develop a world-class centre for blue economic development. As part of this project, the existing waste and recycling centre at Pembroke Dock (Port) will be decommissioned during 2024. 

Following a successful planning process a new waste and recycling facility the “PCC Eco Park” will now be developed on land purchased to the north of Amoco Road. This will ensure the correct infrastructure is in place to support Waste and Recycling operations and collections to ensure Pembrokeshire County Council can continue to provide statutory services to the residents of Pembrokeshire. This will also increase our recycling rates in line with the Welsh Government Strategies “Towards Zero Waste” and “Beyond Recycling. 

The Eco Park will focus on the following four phases:

• Phase one: Recycling transfer facility, office facilities and associated access roads. For the bulking and transfer of materials, which will be stored on site for a limited period of time prior to transfer off-site for processing and disposal;
• Phase two: Vehicle and staff parking area including a vehicle maintenance workshop and staff welfare facilities;
• Phase three: Residual waste and recycling transfer facility; and
• Phase four: Publicly accessible waste and recycling centre (WRC).

The construction of the Eco Park is part funded by Welsh Government. There will be no additional costs to the taxpayer.
