Strategic Options

LDP Draft Issues, Vision, Objectives and Strategic Options (July  - September 2018)

This preliminary stage of the LDP process sets out the overarching aims of the LDP and puts forward various options for meeting future housing growth requirements over the Plan period (up until 2033).


Between 16th July and 10th September 2018 Pembrokeshire County Council ran an informal consultation on two documents - the Draft Issues, Vision and Objectives paper and the Strategic Housing Options Paper (Growth and Spatial Distribution). 

Pembrokeshire County Council also held workshops in July 2018 to discuss Options with Stakeholders, Members and Town and Community Councils. 


The Issues – what are the key issues facing the Plan area (up until 2033)?

The Vision – the core purpose of the Plan

Objectives – Elaborate on the Vision and focus on the outcomes the Plan should deliver

Strategic Options – Various scenarios for future levels of housing growth and broad locations/policy options to consider for accommodating this growth


The feedback received to this informal consultation will inform the development of the Council’s Preferred Strategy.

Overview and Timetable


Local Development Plan (LDP) Review / Replacement LDP (LDP2) 2021-2033


Why are we undertaking a Review?

The Authority adopted its Local Development Plan in February 2013.  After four years the Authority must review the Plan as a whole – this process commenced on 5th May 2017.  The purpose of review is to ensure that the LDP stays up-to-date.  Review provides the opportunity to make changes to the Plan, if these are required. 

The Authority is therefore now working on a Replacement Local Development Plan for Pembrokeshire.  It is anticipated that this Plan will be adopted in 2021 and will run until 2033.  This Plan will cover the area of Pembrokeshire, excluding the Pembrokeshire Coast National Park Authority.


What have we done so far?

Between March and August 2018 we issued a call for Candidate SitesCandidate Sites are sites suggested by the public for inclusion in the LDP.   Pembrokeshire County Council are no longer accepting submissions of land as Candidate Sites.  A Register of all Candidate Sites proposed will be published alongside the Preferred Strategy.

Between July and September 2018 we ran an informal consultation on Strategic Options for the Local Development Plan.  In July we held workshops with key stakeholders, members and town and community councils to discuss these options. 

What are we doing now?

The Authority is currently developing its evidence base for the Replacement Plan, which is available here:

LDP2 Evidence Base 

The Authority is also working on its Preferred Strategy.  This is the document which will set out the strategic direction of the Local Development Plan.  The Evidence Base and feedback from the consultation on the Strategic Options will help to shape the Preferred Strategy.

Work is also being undertaken on the first stage of the SA Scoping report, which is known as the Scoping Report.  More information on this is available here.  Work is also underway on the Habitats Regulations Assessment (HRA) and once available information will be available here:

Review Report

 Review Report

The Review Report sets out which parts of the LDP might change and why.  A public consultation ran from 9th November – 5th January 2018.  A report of the results of that public consultation was considered by PCC Cabinet on the 19th March 2018.  The Review Report will continue to be updated and a final version will be submitted alongside the Preferred Strategy, later on in the process.

Delivery Agreement including the Community Involvement Scheme

The Delivery Agreement was subject to a formal public consultation period between 9th November 2017 and 5th January 2018.  A report of consultations was considered by Pembrokeshire County Council’s Cabinet on 19th March 2018. 

Pembrokeshire County Council resolved at Full Council on the 10th May 2018 to formally submit the document to Welsh Government.  Welsh Government agreed the Delivery Agreement on the 7th June 2018.

Sustainability Appraisal and Strategic Environmental Assessment

The Local Development Plan is undergoing Sustainability Appraisal and Strategic Environmental Assessment.  This will ensure that social, environmental and economic elements of sustainable development are integrated into the plan from the outset.  In accordance with legislation, the statutory consultees (Natural Resources Wales and Cadw) have been notified that the SEA is taking place and the decision recorded.

The first stage of the SA process is to produce a Draft Scoping Report.  The report will include a review of baseline information considered relevant to inform the emerging LDP.

The SA Scoping Report is being consulted on with the three statutory consultees (Natural Resources Wales and Cadw) for a period of five weeks until 3 September 2018.  Other specific non-statutory consultees will also be consulted.  The SA Scoping Report has been made available on the website for information.  Once the statutory consultation has closed, the report will be amended to take account of consultation responses.

Candidate Sites

Candidate Sites

Pembrokeshire County Council issued a call for Candidate Sites between 22nd March and the 14th August 2018.  Candidate Sites are sites suggested by the public for inclusion in the LDP.

Pembrokeshire County Council is no longer accepting submissions of land as a Candidate Site.

A Candidate Sites’ Register will be published alongside the Preferred Strategy (anticipated to be in December 2018).  This will include details of all Candidate Sites received by the Authority.

Assessment of Candidate Sites will take place throughout early 2019, following the criteria set out in the Candidate Site Analysis Methodology. Proposers of Candidate Sites will find out whether or not their site has been included in the LDP2 when a full draft of the Plan is published (known as the Deposit Plan).  This is anticipated to take place in Autumn 2019.
