(Pembrokeshire Coast National Park) Off Street Parking Places Order 2015

Variation Order No. 1 (2019)

 

STATEMENT OF REASONS

 

It is proposed to vary the existing Car Park Order, namely the Pembrokeshire County Council (Pembrokeshire Coast National Park) Off Street Parking Places Order 2015 by way of the following:-

 

  • To introduce ‘Seasonal Charges’ in parking places namely Brooklands Place, Amroth; West Angle Bay, Angle; Nolton Haven and The Station, Penally.
  • To introduce ‘up to 30 minute free’ parking in parking places namely Millmoor Way, Broad Haven; Beach, Freshwater East; Little Haven; Manorbier Beach, Manorbier; The Pebbles, Newgale; Newport Sands, Newport; Regency, Saundersfoot; The Harbour, Solva; Oriel y Parc, St Davids; Poppit Sands, St Dogmaels.  
  • To introduce a 2hr tariff in parking places namely Millmoor Way, Broad Haven; Beach, Freshwater East; Little Haven; Manorbier Beach, Manorbier; The Pebbles, Newgale; Newport Sands, Newport; Regency, Saundersfoot; The Harbour, Solva; Oriel y Parc, St Davids; Poppit Sands, St Dogmaels.
  • To introduce a 3hr tariff in parking place namely The Pebbles, Newgale.
  • To introduce a new class of vehicle in Column 4 in parking places namely, Newport Sands, Newport; The Station, Penally.
  • To amend the ‘Charging Period’ as defined in the ‘Parking Definitions’ from 9.00am – 5.00pm to 9.00am  - 7.00pm in relation to the parking places namely Brooklands Place, Amroth; West Angle Bay, Angle; Millmoor Way, Broad Haven; The Beach, Freshwater East; Little Haven; Manorbier Beach, Manorbier; The Pebbles, Newgale; Newport Sands, Newport;  Nolton Haven; The Station, Penally; Regency, Saundersfoot; The Harbour, Solva; Oriel y Parc, St Davids; Poppit Sands, St Dogmaels.
  • To amend the tariff for coaches in parking places namely Millmoor Way, Broad Haven; Beach, Freshwater East; Manorbier Beach, Manorbier; The Pebbles, Newgale; Newport Sands, Newport; Regency, Saundersfoot; Oriel y Parc, St Davids; Poppit Sands, St Dogmaels.
  • To amend the definition ‘Wholly within a parking bay  to‘Within the parking place’ in parking places namely West Angle Bay, Angle; St Govans, Bosherston; Haroldston Chins, Broad Haven; Castle Mill Pond, Carew; Carew Village, Carew; Carew Castle, Carew; Beach, Freshwater East; Jason Road, Freshwater East; Allt Pontfaen, Gwaun Valley; Clyn Wood, Gwaun Valley; Sychpant. Gwaun Valley; Manorbier Beach, Manorbier; Skrinkle Haven, Manorbier; Stack Rocks, Merrion; Penrallt-y-garde, Nevern; Newport Sands, Newport;  Porthgain; Pantmaenog Forest, Rosebush; St Brides; Airfield North East, St Davids; Airfield South West, St Davids; Caerfai, St Davids; Strumble Head;  Castell Henllys, Velindre Farchog.
  • To amend the Daily and Weekly tariffs in Column 8 in parking places namely The Pebbles, Newgale.
  • To remove ‘Class of vehicle’ 10 and 11 from Column 4 in parking places namely Little Haven; Newport Sands, Newport; Nolton Haven and Porthgain.
  • To remove ‘Reserved Resident Bay - £100’ from Column 7 in parking place namely Little Haven.
  • To amend Car Park plan in parking places namely Skrinkle Haven, Manorbier and Manorbier Beach, Manorbier.

The variations will allow the Council to manage the car parks more effectively.

Draft Order

 

Full details of the proposals are contained in the draft Order which together with plans indicating the particular car parks affected, a copy of the Pembrokeshire Coast National Park Order 2015 and a statement of the Pembrokeshire Coast National Park’s reasons for proposing to make the Order, may be inspected at County Hall, Haverfordwest; Pembrokeshire Coast National Park Offices in Llanion Park, Pembroke Dock; Pembrokeshire County Council Customer Service Centres located in Town Hall, Fishguard; Argyle Street, Pembroke Dock and Town Hall, Milford Haven also Tourist Information Centres in St Davids, Tenby, Saundersfoot Library and also St Dogmaels Post Office  during normal opening hours.
