Why are we proposing to reduce opening hours?
Over the last five years Pembrokeshire County Council has bridged a funding gap of £68.6m.
The funding gap has come about because of a reduction in the grant we receive from Welsh Government, increases in national minimum and living wages, and significant increases in pay awards and employers’ contributions to teacher’s pensions. The number of older people in the population is also increasing, which is increasing demand on adult social services. Non-workforce costs, such as inflation and contractual costs are also rising.
To date, the funding gap has been bridged by a combination of £14.7m additional income from Council Tax increases, £52.6m in cost reductions/efficiencies, a £0.6m contribution from the Council Tax 2nd homes income (community element) and a £0.7m one-off contribution from reserves.
For financial year 2019-20, individual schools and Children and Adults Social Care will not receive an increase in their revenue budget, meaning that they will have to identify cost reductions and efficiency savings to meet all inflationary, demographic and other pressures. All other Council services, including Leisure Services, have been asked to identify cost reductions and efficiency savings of 8% (of their controllable net expenditure budget for 2019-20).
What does this mean for St David’s Sports Hall?
We have looked at customer activity in all ten of our Leisure Centres and Sports Halls and have identified that usage at St David’s Sports Hall is very low on Thursday and Sunday mornings. We are therefore proposing to close the hall during these periods in order to help meet our cost reduction/efficiency savings targets and to safeguard overall provision at the hall.

In addition the facility would close on Friday evenings between 4pm & 8pm during the summer school holidays (26th July – 30th August inclusive).
We have also spoken to St David’s City Council and they have agreed that it wouldn’t be an effective use of funds to try to keep the hall open at these times.
However, we are keen to hear the views of users of the hall and those in the wider community on the proposals before a final decision is made. We are also interested in other ideas or suggestions you may have on ways in which Pembrokeshire Leisure could meet its cost reduction/efficiency savings targets.
