Why Do We Ask Equality Questions?

When we propose a change in or development of a policy or service we are required to complete an Integrated Impact Assessment (IIA). This is in order to show that we have taken the potential impact on those who share protected characteristics and on the Welsh-language into account. The Integrated Impact Assessment also requires us to describe what steps we will take to lessen any anticipated negative impacts, where applicable.

We ask questions about protected characteristics and Welsh-language in order to help us gather evidence on which to base our IIAs. The information that we gather is used for statistical purposes only.

We have developed a standard set of questions, which we encourage all departments within the Council to use. This is to help ensure that we have a consistent approach to this across the organisation. The questions we use are based on questions developed by the Office of National Statistics (ONS).

Anonymity and Confidentiality

Wherever possible, we will gather information on protected characteristics and Welsh-language anonymously (i.e. we will not ask for your name, postcode, national insurance number etc, which would enable us to identify you individually). In some instances, we may need to ask for information on protected characteristics and Welsh-language at the same time as we ask for information that means that we can identify you individually. If we do this we will treat the information confidentially and handle it accordance with the Data Protection Act 1998.

The nine characteristics, protected under the Equality Act 2011 are:
