Statement of Reason

The proposals to introduce or amend on street parking restrictions as contained in the Draft Order are being promoted as part of the Council’s continual review of on street parking provision on the County road network.

This Order has been proposed as part of the pilot scheme ‘disabled person’s parking places’. The purpose of the scheme is to provide parking places located as near to a property as practical to help disabled people whose mobility impairment is such that they cannot walk any significant distance.

A bay may also be provided if the applicant’s disability means they cannot be left alone even for a brief period, and as a consequence must receive constant supervision. Each applicant has applied to the scheme and provided evidence to support their application.

Each applicant who meets the required criteria within the guidance ‘Provision of Individual Disabled Parking Places in Pembrokeshire 2021’, which has been set by the Council, is entitled to one bay for one nominated vehicle. No vehicle other than the applicant’s or their nominated driver’s will be permitted to park within the dedicated bay.

The installation of the bay is considered necessary to improve quality of living for those the bays are intended for.
