Restrictions Business Fund Non Domestic Rate Grant – EXTENSION

The Welsh Government has announced an extension to the Restrictions Business Fund Non Domestic Rate Grant to cover the period ending 31st March 2021. This grant is payable in addition to the Restrictions grant announced before Christmas.

The purpose of the grant is to provide businesses with cash flow support and to help them survive the economic consequences of the restrictions introduced. The grant seeks to complement other Covid-19 response measures to support businesses, social enterprises and charitable organisations in Wales.

Payment for this grant has been made automatically, however, if you have not received a payment by 16th February 2021 you will need to apply using this form.

Restrictions Business Fund Non Domestic Rate Grant

 Grant A:

Businesses in the non-essential retail, hospitality, leisure and tourism sectors that are in receipt of Small Business rate relief (SBRR) and have a rateable value of £12,000 or less and have been forced to close will be eligible for a £3,000 payment.  Supply chain businesses qualifying for SBRR will also be eligible for this support if they have greater than 40% reduction in turnover during the restriction period.

Grant B:

Non-essential retail, hospitality, leisure and tourism businesses with a rateable value of between £12,001 and £51,000 will be eligible for a £5,000 payment if they are forced to close.  Supply chain businesses in the same rateable value bracket will also be eligible for this support if they have greater than 40% reduction in turnover during the restriction period.

Grant C:

Non-essential retail, hospitality, leisure and tourism businesses with a rateable value between £51,001 and £500,000 will be eligible for a £5,000 payment if they are forced to close. 

Supply chain businesses in the same rateable value bracket will also be eligible for this support if they have greater than 40% reduction in turnover during the restriction period.

The scheme has been extended to those businesses with a RV between £150,001 and £500,000.  Businesses impacted by the restrictions will need to apply.

Notes Relevant to all Three Grants

For businesses needing to register, their hereditament must have been on the NDR rating list as of the 1st September 2020 and the ratepayer needs to have been in occupation of the property as of the 30th November 2020.

Tourism, leisure, retail and supply chain businesses with a greater than 40% reduction in turnover will need to complete a short registration form, whether they experienced a 40% reduction in turnover for December 2020 as compared to December 2019. For businesses that had not yet started trading in December 2019, the 40% reduction in turnover for December 2020 should be compared to their monthly turnover for September.

Self-catering Businesses

In relation to self-catering accommodation you will only qualify if ALL the following criteria are met:

  • The self-catering accommodation can produce two years of trading accounts directly preceding the current financial year of the business
  • The self-catering accommodation must actually have been let for a period of 140 days or more in the financial year 2019-20
  • The self-catering accommodation business must be the primary source of income for the owner (i.e. it must be more than any other income the owner has).
