Child Employment

The Council has a set of byelaws setting out the conditions under which young people can be employed. These legal requirements ensure that the young people are properly registered, and are not being exploited or undertaking work that could damage their health, place them in physical danger or have an adverse effect on their education. The byelaws can be obtained on request from the Licensing Officer.

The official date for leaving school is the last Friday in June in the school year in which the pupil is 16. Before this date young people between the ages of 13 and 16 must have a work permit if they wish to do part time work. An application form must be completed and signed by the parents and the employer, and submitted to the Licensing Officer at the Pupil Support Service for approval. If the type of work is suitable, and the hours to be worked are within the stipulated limits, a work permit will be issued.

Child Performance Licence

Children appearing in theatrical, television, film or modelling work may require a children's performance licence, depending on the type of work being undertaken and when this work is being undertaken. Children taking part in professional sport may also require a performance licence. The requirements for a licence apply to children from birth up to statutory school leaving age (i.e. the last Friday in June in the school year in which the child is 16).

The person responsible for the production of the performance should apply for the licence to the local authority (LA) where the child lives (this may be different to the LA of the child's school and where the production is to take place). Completed application forms together with all documentation have to be submitted to the Licensing Officer at the Pupil Support Service at least 21 days prior to the date for which they are required. The person who applies for the licence will be the licence holder, and will be responsible for ensuring the conditions of the licence are met.

 Scheme For Financing Schools

Section 48 of the School Standards and Framework Act 1998 requires local education authorities to publish a scheme relating to the funding of its schools.  The statutory requirements relating to content, consultation on and publication of schemes are set out in part IV of the School Funding (Wales) Regulations 2010.

In Pembrokeshire, the Scheme for Financing Schools, governing the financial relationship between maintained schools and the County Council, was published on 1 April 1999, following wide consultation on the draft Scheme.

Supplementary guidance on Schemes for Financing Schools was published by the Welsh Assembly Government in 2002 and this necessitated a number of amendments to the Pembrokeshire Scheme.  Further minor revision of this document occurred in January 2008.  The Welsh Assembly Government issued new Regulations in 2010, which revoked and amended the 2003 and 2004 regulations, necessitating some further amendments to the Pembrokeshire Scheme to take effect from 1 April 2011.

 Schools Budget Statement

Local Education Authorities (LEAs) are required, under Section 52 of the School Standards and Framework Act 1998, to prepare a Budget Statement each financial year.

The format of the Budget Statement is specified in the Education (Budget Statements) (Wales) Regulations 2002 . Every Budget Statement must be prepared in three parts:

Part 1 - containing particulars of planned expenditure for individual schools
Part 2 - information with respect to the methodology for determining schools' budget shares
Part 3 - information with respect to the budget share of each of the authority's schools

A copy of the Budget Statement must be supplied to the governing body and headteacher of each maintained school in the Authority and also made available for reference to parents and other persons at all reasonable times and without charge.
