1.1 Purpose of the Children and Young People's Plan

The Children and Young People's Partnership has prepared this Draft Single Children and Young People's Plan (from here on referred to as 'the plan') covering the period 2008 - 2011. The plan was developed with the participation of a wide range of partners, including children and young people. In setting out the plan we have used the framework of the Assembly Government's 7 Core Aims which are derived from the UN Convention on the Rights of the Child. These are that all children and young people:

1) Have a flying start in life
2) Have a comprehensive range of education and learning opportunities
3) Enjoy the best possible health and are free from abuse, victimisation
and exploitation
4) Have access to play, leisure, sporting and cultural activities
5) Are listened to, treated with respect, and have their race and cultural
identity recognised
6) Have a safe home and a community, which supports physical and
emotional well-being
7) Are not disadvantaged by poverty

The purpose of the plan is to:

• provide strategic vision and state the agreed shared priorities that will influence the work of all partners in the context of their statutory obligations to provide a wide range of services;
• describe how requirements of relevant national and local strategies, policies and priorities will be tackled locally and how we will seek to deliver service improvement? under each of the seven core aims subject to resource availability;
• set out agreed joint targets to enable progress in improving outcomes to be measured over the planning timescale;
• identify the contribution made by individual partners towards meeting joint objectives, ensuring that they are consistent and mutually supportive;
• provide a basis for the development of joint commissioning of services and sharing of available funding where appropriate and available.
