The first, three-year Health Challenge Pembrokeshire strategy was published in April 2005.

The strategy had four key themes: healthy life choices; access to services and opportunities; reducing inequalities and information; communication and performance management.
There were also four cross cutting themes: supporting people to take control of their own well-being; providing services that are responsive to customer needs; encouraging agencies to work together to provide better services, and providing care in the most appropriate place.
The strategy was developed by Pembrokeshire County Council and Pembrokeshire Local Health Board in partnership with Pembrokeshire & Derwen NHS Trust (now Hywel Dda NHS Trust), the National Public Health Service, Pembrokeshire Association of Voluntary Services and the Community Health Council.
In response to changing priorities for health and well-being, and building on the work undertaken as part of the first strategy, a second three-year strategy has now been developed by partners, in consultation with a wide range of local people and organisations.

Action plans for each priority have also been developed, which identify how the key elements of the strategy will be delivered and measured.
