Street naming and numbering service

Pembrokeshire County Council is responsible for the naming of all roads and streets, and for the naming and numbering of properties within the County. Once planning permission has been obtained for a new development which consists of more than 4 plots it is necessary to contact Street Naming and Numbering so that the required procedures can be instigated to establish a new street name.

Please note from 1st April, 2016 there is a charge for this service of £150 plus £20 per additional street.
Re-issuing of numbering following changes to a development layout after notification £150 plus
£50 per plot.
A Property Conversion will be £25.00 plus £10 per flat/plot.

The legislative powers that enable Pembrokeshire county Council to carry out this requirement are contained under Section 64 of the Town Improvement Clauses Act 1847. Early liaison with the Council will ensure that both plot numbers and house numbers are the same. Our policy in this respect is to consult the Developer for suggestions for the street name once approved by Royal Mail a letter is sent to the Local Member who is given 21 days to raise any concerns. If no comments are received within 21 days the new street name will be introduced and Royal Mail will then allocate a new unique postcode. It would be preferable if the street names selected are unique to the postal district and does not duplicate existing house names.

Please note: this Authority's procedure precludes street's being named after people as a general principle. Should there ever be a commendable reason for so doing (exceptional circumstances) it be referred to the Director of Housing, Transportation & Environment or the appointed person.

It is essential to establish an official street name (and house numbering system) for new streets at an early date:-
• So that a clear and permanent identity for the properties is available to simplify Land Registry and Conveyancing matters.
• To facilitate and prevent delays in the provision of service connections to the properties.
• To enable the Royal Mail Address Management Centre to allocate - postcodes.

Finally a formal registration letter will be provided to the Developer and a House Numbering Plan. The Authority will inform all internal offices, Utilities, Ordnance Survey, Land Registry and all Emergency Services to allow them to update their databases.

Information Required: To ensure that the process progresses as efficiently as possible, the Developer is requested to provide the following information:

 

  1. New Street Name for the new development;
  2. Location Plan;
  3. Correct fee (no details will be confirmed until the fee has been received).

New Individual Properties - Plots 1- 4

Where a number cannot be allocated then a name is chosen by the developer/owner, it is requested that the developer/owner forwards any suggested house names to this Authority to allow us to consult with Royal Mail to ensure that there is no house name in the locality which has the same name or a similar name as this may cause delays for emergency services.

If the dwelling is located between two properties along a street where practicable a house number will be introduced which may include a suffix "a" or "b".

Please note from 1st April, 2016 there is a charge for this service of £25.00 for the provision of a new house name/new house number.

Once the new postal address has been approved the Authority will inform all internal offices, Utilities, Ordnance Survey, Land Registry and all Emergency Services to allow them to update their databases.


Information Required

To ensure that the process progresses as efficiently as possible, the developer/owner is requested to provide the following information (see attached application form):

 

  1. Name and/or number for the new property.
  2. Location Plan;
  3. Correct Fee (no details will be confirmed until the free has been received).

Renaming of an Existing Property

Should you wish to change the name of your property you must complete the attached form.
The Authority will check with Royal Mail on every request. Names will be considered acceptable unless they are likely to cause offence or if they are duplicated within the local area that might lead to post/delivery of goods being mislaid and more importantly the delay in the emergency services.

Please note: Changing from a number to a name is not allowed. All main streets in residential areas are numbered to ensure that they are unique, unambiguous and logical to find. The only time a house is given a name as opposed to a number is in rural areas where there are few properties on one road and there is no logical way of numbering them. You may, as stated above give your house a name but the number of the house must be retained in the address.

Once approved by this Authority the Street Naming & Numbering Officer will confirm your address in writing and will inform all internal offices, Elections, Council Tax etc., Utilities, Ordnance Survey, Land Registry and all Emergency Services to allow them to update their databases.

Failure to register your address with this Authority will mean that any new address will not be official and will not be recognised by Royal Mail.


Please note from 1st April, 2016 there is a charge for this service of £25.00 for a change of house name.

The above also applies to commercial and industrial.
