Pembrokeshire County Council is looking for a citizen to sit as a Lay Member of its Audit Committee.

The Audit Committee is important because it:-

1. Reviews and scrutinises the Council's financial affairs;
2. Makes reports and recommendations in relation to the Council's financial affairs;
3. Reviews and assesses the risk management, internal control and corporate governance arrangements of the Council;
4. Makes reports and recommendations to the Council or to the relevant Overview and Scrutiny Committee on the adequacy and effectiveness of the Council's risk management, internal control and corporate governance arrangements;
5. Oversees the Council's internal audit arrangements;
6. Oversees external audit arrangements;
7. Considers/scrutinises the Statement of Accounts and Annual Governance Statement prior to final approval by Council.

You may NOT become 'Lay Member' if:

1. You are, or have been within the last twelve months, a member, officer, or the spouse/civil partner of a member or officer of any county, county borough, town or community council, fire and rescue authority or national park authority.
2. You were at any time a member or officer of Pembrokeshire County Council.

The successful applicant will be expected to demonstrate:

1. Knowledge and understanding of the value of the Audit function
2. A commitment to the values of accountability, probity, openness, independence, fairness and sound financial management in the public sector.
3. Objectivity, discretion and personal integrity.
4. Good listening, communication and team-working skills.
5. Be able to analyse and question complex financial and other material and to reach sound, objective judgements.
6. Flexibility to attend meetings at short notice.
7. Interest in and knowledge of the principles and practices of the operation of local government.

When making the appointment, consideration will also be given to:-

1. Your political independence;
2. Your ability to meet the time commitment involved;3. Your ability to understand and weigh up evidence;
3. The appointment will be made by a panel of five individuals including an Independent Chairman, three Members of the Council and a Community Council Member.  An Allowance will be payable for attendance at Audit Committee meetings.
