Pembrokeshire’s Children and Young People’s Plan 2008-11

The Children and Young People’s Partnership (CYPP) has prepared its first Children and Young People’s Plan for Pembrokeshire covering the period 2008 – 2011. The plan has been developed with the participation of a wide range of partners, including children and young people and their families. Two versions of the plan have been developed.

The CYPP is committed to working together to achieve the best outcomes for all children and young people in Pembrokeshire. We will meet the challenge by committing to joint working and collaboration across all sectors. We will ensure that children, young people and their families are included in the planning, development and review of all that we do.

In setting out the plan we have used the framework of the Assembly Government’s 7 Core Aims which are derived from the UN Convention on the Rights of the Child. These are that all children and young people:

  1. Have a flying start in life
  2. Have a comprehensive range of education and learning opportunities
  3. Enjoy the best possible health, and are free from abuse, victimisation and exploitation
  4. Have access to play, leisure, sporting and cultural activities
  5. Are listened to, treated with respect, and have their race and cultural identity recognised
  6. Have a safe home and a community, which supports physical and emotional well-being
  7. Are not disadvantaged by poverty

Supporting Papers

The following papers support the Children & Young People’s Plan for Pembrokeshire 2008 – 2011:

  1. An appendix to the plan which sets out partners’ own service plans. These reflect how they intend to drive forward the agreed partnership priorities in the context of their own service and the resources available to them.

    Included in the appendix is the all Wales ‘Outcomes Framework’ which will help to demonstrate the impact of services on achieving positive outcomes for children and young people in Pembrokeshire. It is hoped that, over time, this framework will support comparison of outcomes for children and young people across Wales.

  2. The CYPP Needs Assessment which informed the setting of priorities for the plan. There has been close collaboration between the Children and Young People’s Partnership and the Health Social Care and Well-being Partnership, and the health and social care needs of children and young people have been considered in both contexts.

    The assessment drew on both quantitative and qualitative information gathered using a range of methods including:  
  • Consultations and surveys, with children and young people, and their families in Pembrokeshire, that have taken place over the last few years, to determine their priorities; views and experiences of living in Pembrokeshire, and of public service provision.
  • Nationally and locally collected statistics relating to the key domains of the lives of children or young people: health and well-being, education, leisure, social relationships, family and living circumstances.
  • Information that is already being collated and utilised to inform strategies, and planning and commissioning across services for children and young people in Pembrokeshire (i.e. what people who work with children and young people tell us).
  • Evidence of practitioners’ groups that considered services in the context of statutory obligations, service needs and the potential for delivery on a collaborative basis.
    The annual childcare sufficiency audit has recently been completed and will be published shortly
